Why the Verrazano Is Different From NYC's Other Bridges
Every bridge in the city has a different purpose and a different congestion profile. The Verrazano's situation is unique because Staten Island is the only borough with no subway connection to the rest of the city. Every person traveling between Staten Island and the rest of New York either takes the Staten Island Ferry (which only reaches Lower Manhattan) or drives across the Verrazano. This creates a structural dependency that produces consistent congestion without the alternative pressure-release valves that affect other crossings.
When the subway is disrupted on a line that crosses another bridge — say, the L train to the Williamsburg Bridge — commuters have the option of rerouting by subway. Staten Island residents commuting by car to Brooklyn or Manhattan have no subway alternative. The Verrazano's traffic is correspondingly more predictable: it will be heavy during rush, it will be moderately heavy much of the rest of the time, and the belt parkway approach reflects this.

On marathon day, the bridge is closed to vehicle traffic for the duration of the start wave, which the Belt Parkway camera captures as a complete absence of vehicle movement at a time when you'd normally expect heavy traffic. The camera shows both the queue depth and the movement rate at the toll plaza, which gives a reasonable estimate of wait time before you're already in the backup.
