The feed shows the queue depth at any given moment. During peak outbound periods, vehicles waiting to enter the tunnel back up Canal Street significantly, and the camera captures where the queue currently ends. The Holland Tunnel's History and Design

The Holland Tunnel's congestion follows predictable patterns based on the commute direction. Outbound traffic (Manhattan to New Jersey) peaks on weekday evenings from around 4 to 7 p.m. and on Friday afternoons, which tend to run later and heavier than other weekday evenings as weekend travelers head to New Jersey and beyond.
Inbound traffic (New Jersey to Manhattan) peaks on weekday mornings from approximately 7 to 9:30 a.m. The camera on the Manhattan side doesn't show inbound traffic directly, but the absence of outbound queuing during morning rush is a useful signal about the tunnel's general operating state.

Canal Street is one of Lower Manhattan's most significant east-west streets, running from the Holland Tunnel approach on the west to the Manhattan Bridge approach on the east. The street passes through SoHo's southern edge, through the Chinatown district (where Canal Street has the highest concentration of Asian grocery and commercial activity in Manhattan), and through the Lower East Side.
The camera at Canal and Greenwich sits at the western end of this corridor, where Canal Street's character is primarily defined by tunnel-bound traffic and the commercial activity serving the surrounding Hudson Square and Tribeca neighborhoods.

The camera at Canal and Greenwich also captures something beyond tunnel traffic: the texture of Lower Manhattan's western edge. The blocks around Hudson Square and Tribeca are visible in the camera's periphery, showing a neighborhood that has transformed significantly over the past two decades from light industrial to mixed residential and commercial.
The building scale in this area is lower than Midtown, and the street grid is less dense. The camera view here looks different from a Times Square or Midtown camera , the sky is more visible, the buildings are shorter, and the street-level activity reflects a neighborhood rather than a commercial district.
