When the subway is disrupted on a line that crosses another bridge — say, the L train to the Williamsburg Bridge — commuters have the option of rerouting by subway. The deck reversal system exists because Staten Island's commute pattern is heavily directional — morning rush is predominantly outbound (Staten Island to Brooklyn and beyond), and evening rush is predominantly inbound (Brooklyn to Staten Island). For anyone coming from Brooklyn, Queens, or Manhattan with a Staten Island destination, checking the Verrazano camera before reaching the Belt Parkway is standard practice among commuters. The camera shows both the queue depth and the movement rate at the toll plaza, which gives a reasonable estimate of wait time before you're already in the backup.
