Traffic camera feeds are designed for daylight traffic monitoring, but they're always on. The cameras don't shut off at dusk. At night they switch to whatever ambient light is available — streetlights, building illumination, vehicle headlights, the glow from commercial signage — and the resulting image is grainier and lower-contrast than a daytime feed, but it shows the city in a particular way.

The Times Square cameras at 2 a.m. show a reduced but still-active version of the intersection. The massive screens are on, the commercial lights are up, and there are still people moving through the plaza. It's a fraction of the daytime density but still more than most of the country's downtown districts at that hour.
Lower Manhattan et le quartier financier : These cameras show some of the most dramatic nighttime footage because the towers are lit and the streets are empty. The combination of the illuminated buildings and the quiet streets creates a visual contrast that's specific to financial districts: monuments to commerce, deserted by the workers who fill them during business hours.

Quartiers sud Brooklyn , Bay Ridge, Bensonhurst, Flatbush, Canarsie , have some of the most visually distinct nighttime camera footage because the scale is so different from North Brooklyn. These are residential neighborhoods with modest streetlights and very little foot traffic after 11 p.m. The feeds look quieter and spatially different from the denser northern parts of the borough.
Queens, Bronx et Staten Island la nuit

Staten Island camera feeds at night are among the quietest in the system. The residential scale, the lower density, and the borough's earlier-to-bed patterns mean that midnight footage from Staten Island looks closer to a suburban street camera than to anything in Manhattan.

The practical uses are real but narrow: checking conditions on the BQE or FDR before a late-night airport pickup, verifying weather conditions before going out. But a larger portion of the people watching NYC cameras overnight aren't doing so for traffic information.
The draw is the same thing that makes 24-hour city live streams popular in general: the feeling of watching a place continue without you. New York has a specific hold on people who aren't currently there — former residents, people who have never been but want to be, people who are there and want to watch from a remove. The nighttime feeds satisfy something in this category of watching that daytime feeds, with their normal density of activity, don't provide in the same way.
